The EIB, the European Union's bank, is seeking to recruit for its Group Corporate Services Directorate – Group Digital Office (GCS-GDO) – Platforms & Services Department (P&S) – Infrastructure Services Division (IS) at its headquarters in Luxembourg, a (Senior) IT Infrastructure Services Technical Project Manager*.
This is a full time position at grade 5/6 for which the EIB offers a permanent contract.

Purpose
You will drive and manage the planning, execution and evaluation of complex IT transversal infrastructure services projects and programmes to effectively deliver IT services.
Operating Network
You will report to the Head of Division and lead ad-hoc teams of consultants (engineers, technicians) in the context of your assigned projects.
What will you do?
- Set up infrastructure services projects and related teams according to the definitions in the project charter, and ensure that tasks are structured and allocated accordingly
- Provide project management expertise and oversight of IT infrastructure projects, ensuring on-time, on-budget delivery without compromising high quality deliverables
- Monitor progress of own projects, escalating and addressing risks, issues etc.
- Execute projects by ensuring that work packages are properly defined, allocated and followed up on, and that regular project meetings are held to ensure that all tasks are on track
- Establish and manage the appropriate governance model for the project, report periodically to the IT Project Management Office and to any other relevant bodies on project progress
- Proactively manage the day-to-day operational management and communication between all team members of the project and external actors, act decisively to minimise risks, resolve issues and ensure the smooth running of the project
- Coordinate, supervise and execute key IT processes related to infrastructure services project management
- Managing contracts and invoices with external suppliers of services according to purchasing procedures
Qualifications
- University degree, preferably in engineering, computer science or project management related disciplines
- At least 5 years of relevant professional experience in IT project and/or programme management especially related to cloud transition
- Experience in leading cloud migration projects
- Good understanding of infrastructure services architecture and technologies
- In-depth experience of at least one IT Project Management methodology such as PM2, PMI, PRINCE2, SCRUM
- Excellent communication skills and ability to coach, mentor and provide direction to project team members
- Experience with processes related to resource and capacity planning, IT service level management (ITIL) and IT quality assurance
- Knowledge of the advanced functions of standard office tools (notably MS Word, Excel and PowerPoint), as well as MS Project Professional and MS Project Server integrated with SharePoint
- Excellent knowledge of English and/or French (*), with a good knowledge of the other. Knowledge of other EU languages would be an advantage

Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
